Promulgation in Qatar of the law abolishing the exit permit

Law No. 13 has entered into force, abolishing the exit permit for migrant workers covered by the Labour Code. The majority of expatriate workers will be able to leave Qatar or change employer without authorization of their “sponsor”.

This law represents a strong achievement in the process led by Qatari Authorities to implement an ambitious labour reform agenda in terms of protection of migrant workers and their rights.

The EU diplomatic delegations accredited to the State of Qatar have adopted the following supporting declaration:

“The adoption of Law No. 13 by the State of Qatar ending the exit VISA requirements for migrant workers covered by the Labour Code marks a positive step for the promotion and protection of the rights of expatriate workers in Qatar. It is a clear sign of commitment by the Government of Qatar to improve the situation of migrant workers. The European Union is ready to support Qatar on these and future reforms.”
